What decides the tier
A map published from a Dropbox folder opens for anyone with the link, free, including capturing straight back into that folder. A map from a OneDrive or SharePoint library works differently: Microsoft requires a signed-in account for every read and offers no anonymous route, so those maps open only for the people your library already lets in. That's Teams, along with live WFS servers and the setup and support behind them.
Who can open your map is already decided
Groundwork has no permissions of its own to administer, on either plan. Teams is the integration that lets your own permissions decide instead. Data & trust covers this in full.
Free means the full app
On a Dropbox folder map you get everything on the Features page. A demo link goes further: everyone who opens it gets the editing tools, and nothing they do is written back to your files.
